Senior People & Culture Business Partner

Ottawa, ON · Human Resources
On behalf of our client in the print and marketing sector, TreowGroup is seeking a Senior People & Culture Business Partner (SPCBP) to lead and elevate the People & Culture function at their Ottawa facility.

Location: Ottawa, ON
Employment Type: Full-Time (In-office with hybrid potential)
Reports to: Director of People & Culture (Toronto Head Office)
Seniority Level: Mid-level

Why This Role Matters
As part of a larger, national organization in the print and marketing industry, our client is building for the future—scaling operations, investing in talent, and reinforcing a culture of excellence. The Senior People & Culture Business Partner will be the on-site P&C lead in Ottawa: a trusted partner to leadership and a visible, accessible resource for employees.

This is a hands-on role that requires walking the floor, building strong relationships, and delivering practical solutions. Supported fully by the Toronto Head Office team, the SPCBP will focus on recruitment, employee engagement, learning & development, health & safety, and implementing EOS (Entrepreneurial Operating System) initiatives that drive alignment and accountability.

If you’re an experienced People & Culture professional who thrives in fast-paced, high-output environments and enjoys being close to the business, this is the role for you.

What You’ll Do
Business Partnership & Recruitment
  • Act as the primary People & Culture partner to local leaders and employees.
  • Lead end-to-end recruitment for a range of roles, ensuring timely and effective hiring.
  • Support workforce planning and organizational needs in alignment with business goals.
Learning & Development
  • Deliver onboarding and training programs that build employee capability.
  • Partner with Head Office to roll out leadership development and L&D initiatives.
Employee Experience & Engagement
  • Build strong relationships by being present and approachable on the floor.
  • Support performance management, coaching leaders on effective feedback and accountability.
  • Drive employee engagement initiatives to strengthen culture and retention.
Health & Safety
  • Oversee local workplace health & safety programs, ensuring compliance with Ontario legislation.
  • Champion a safety-first culture by partnering with operations and delivering training and awareness.
Policy, Compliance & EOS Implementation
  • Implement and reinforce People & Culture policies and practices aligned with Head Office standards.
  • Guide leaders and employees through employee relations, compliance, and investigations.
  • Play an active role in implementing EOS initiatives such as scorecards, accountability charts, and meeting cadences.

What You Bring
  • 5+ years of progressive People & Culture / HR experience, with a focus on recruitment, employee relations, and safety.
  • Strong knowledge of Ontario employment law, HR best practices, and workplace safety requirements.
  • Experience with hands-on HR delivery in manufacturing, print, logistics, or similar industries is an asset.
  • Proven ability to manage high-volume recruitment in a competitive market.
  • Exceptional relationship-building and influencing skills across all levels of an organization.
  • CHRP/CHRL designation (or equivalent) preferred.
  • Familiarity with structured operating models (EOS, Lean, or similar) is a strong advantage.

You’re Likely a Fit If You Are
  • Visible & Approachable. You thrive on being present, walking the floor, and connecting with people.
  • Hands-On & Practical. You enjoy rolling up your sleeves and delivering solutions, not just strategies.
  • People-First. You balance empathy with sound judgment and business needs.
  • A Builder. You know how to establish programs in recruitment, L&D, and safety that are scalable and effective.
  • Execution-Driven. You understand the importance of EOS tools and rhythms to create accountability and results.
